The first paint production plant for vehicle manufacturing and processing industries is now under construction in Almaty's Industrial Zone. Sleipnir Technologies is executing the project to develop an automotive manufacturing cluster with backing from Almaty's municipal government.

With a total area of about 118,400 square feet, the enterprise will manufacture more than 6,600 US tons of products annually. Construction is expected to conclude in September 2026. A specialized paint and coatings laboratory—the first of its kind in Kazakhstan—will be established at the plant to conduct quality control, develop new compounds, and tailor formulas to local manufacturers' specifications. Product assortment will feature epoxy, acrylic, and alkyd primers, along with acrylic, alkyd, and polyurethane enamels, plus lacquer finishes.

Sleipnir Technologies leader Toreali Kurmanov highlighted that the initiative's key mission is import substitution and equipping Kazakhstani automotive and industrial businesses with locally manufactured paint products designed for regional climate and operational needs.

"Sleipnir Technologies' launch comes during a period of sustained expansion in Kazakhstan's vehicle manufacturing and industrial sectors. Currently, these industries' needs are met through imports. The new factory will allow us to partially displace imports and build an internal production chain meeting international specifications," Toreali Kurmanov concluded.

Among Sleipnir Technologies' initial automotive partners is the multibrand Astana Motors Manufacturing Kazakhstan plant, belonging to Astana Motors.

During the ceremony, founder Nurlan Smagulov extended good wishes to the project executives and noted that a long-term off-take contract for 800 tons of paint coatings annually was signed in 2024.

"Dozens to hundreds of supporting businesses emerge around each automotive factory worldwide, forming vehicle component production clusters. We serve as growth catalysts, offering you an off-take agreement with a multibrand facility capable of producing 120,000 automobiles per year with full welding and painting operations. We're using your enterprise as a model to encourage other businesses to partner with us. Our portfolio also includes the Hyundai Trans Kazakhstan facility and a commercial equipment manufacturing plant. Once the manufacturer passes all necessary certification processes and our brand owners approve the paint coatings, we plan to utilize Kazakh-made automotive paint," announced Nurlan Smagulov.

The goal is to establish a complete vehicle production cycle in Kazakhstan, enabling vehicle price reduction via technological transformation, expanded localization, and higher domestic content.

Astana Motors is developing a technological cluster for vehicle component manufacturing in the Industrial Zone. Since 2024, facilities producing car seats and automotive multimedia systems have been functioning at this location. About 15.5 billion tenge were invested in the construction of the technological cluster.
